Research done by the CBC over a 20 year period shows that Black and Indigenous people are disproportionately represented among fatalities in encounters with police. And a majority of the victims suffered from mental health issues. Advocates for reducing police budgets say the money should be given to organisations and social workers who will better address the root of the problem.
