Once again in the troubled Balkans, the world has witnessed the flight of tens of thousands of refugees; ethnic Albanians from Kosovo, a province of Serbia that has been known for its strong independence movement, a tradition of pacifism and, until the actions of Serbian President Slobodan Milosevic, a peaceful existence. The violence seen there recalls the turmoil that the entire Balkans have experienced for generations. And once again, the major world powers have become embroiled in the situation – for humanitarian reasons and to re-establish some semblance of stability in the area.
